Zhejiang Province Solidly Promotes the Second Special Inspection and Supervision Work for Major Hazard Enterprises of Hazardous Chemicals in 2022
The special inspection and supervision of enterprises with major hazard installations of hazardous chemicals is an important measure to prevent and resolve major safety risks of dangerous goods. Since the launch of the work in August, all regions have attached great importance, strengthened organizational leadership, carefully deployed and implemented it, and promoted it through multi-level approaches such as enterprise self-inspection and municipal-level cross-inspection, so as to conduct a full-coverage and all-round "physical examination" for major hazard installation enterprises in the province. During the inspection and supervision, a number of experience and practices have been explored and summarized, a number of typical hidden dangers have been identified, and phased progress has been made.
PART 01 Typical Experience and Practices
01 Deepen "Fire-Local Collaboration" and Comprehensively Coordinate Work
All regions have further leveraged the combined advantages of safety supervision and fire rescue, strengthened horizontal collaboration and vertical linkage, continuously improved working mechanisms, and formed an effective work promotion pattern. In 11 prefecture-level cities, the principals of emergency management departments and fire and rescue agencies jointly serve as the "dual group leaders" of the special inspection and supervision, commanding and promoting the work together. A total of 174 backbones and industry experts were selected to form 33 inspection teams to carry out municipal-level cross-inspections.
02 Adhere to Multiple Measures and Improve Work Support
Based on local realities, all regions have adopted targeted policies and promoted thorough enterprise self-inspection through regular consultations and social services. Hangzhou regularly organizes work conferences on production safety for major hazard installation enterprises, randomly selects key persons in charge of enterprises to deliver safety management work reports, and forces enterprises to further implement the responsibility guarantee system for major hazard installations. Ningbo and Taizhou employ experts to set up special inspection teams to conduct "pre-diagnosis" for major hazard installation enterprises, helping enterprises improve their ability to identify hidden dangers.
03 Strengthen Communication and Exchanges, and Improve Supervision Capacity
Through municipal-level cross-inspections, all regions have innovated exchange and learning mechanisms, integrating learning into inspection, and jointly promoting the effectiveness of inspection and supervision. Shaoxing and Zhoushan have further deepened the "cadres leading + experts participating" model, setting up expert inspection teams to go to inspected cities with the goals of "finding deficiencies" in mutual inspections, "making up shortcomings" in mutual evaluations, and "promoting improvement" in mutual learning. Jinhua organizes local counties (cities, districts), parks and experts to follow inspection teams, conducting inspections, learning and exchanges at the same time, and summarizing advanced practices of other regions while inspecting them. Quzhou adheres to equal emphasis on inspection and training, requiring each enterprise to assign professionals to follow each expert of the inspection teams for inspections, conducting on-site exchanges on identified hidden dangers to improve the ability of local enterprises to discover hidden dangers themselves.
04 Strengthen Publicity and Reports, and Create a Good Public Opinion Atmosphere
All regions have actively coordinated local mainstream media, given play to the role of news publicity and exposure, guided extensive public attention, and created an atmosphere for inspection and supervision. Hangzhou, Jiaxing, Shaoxing, Quzhou, Zhoushan, Lishui and other prefecture-level cities have intensively publicized the inspection and supervision work and exposed typical hidden dangers of enterprises through mainstream media channels such as local TV stations, news Apps and WeChat official accounts.
PART 02 Existing Typical Problems
During the inspection and supervision, the provincial department randomly inspected a number of major hazard installation enterprises, and found that some enterprises conducted careless self-inspections, had weak links in safety management, and still had major accident hidden dangers.
01 The intrinsic safety level of some enterprises needs to be improved
For example, there are window openings on the external walls of the control room and cabinet room facing equipment with fire hazards in Purolite (China) Co., Ltd.; Zhejiang Guoshengyuan Industrial Co., Ltd. failed to install detection and alarm devices in places involving flammable and toxic and harmful gas leakage in accordance with national standards; Zhejiang Aikesheng Chemical Co., Ltd. failed to install safety valves and automatic safety control systems for hydrofluoric acid metering tanks as required by design.
02 Non-standard management of special operations in some enterprises
Gas concentration is not monitored regularly during confined space operations, and there are phenomena of conducting operations first and then conducting detection and analysis for hot work and confined space entry operations. For example, the approval time of hot work is earlier than the analysis time in Hyosung Advanced Materials Technology (Quzhou) Co., Ltd.; Zhejiang Jiahua Chemical Co., Ltd. failed to conduct gas sampling and analysis every 2 hours for confined space operations.
03 Some special operation personnel of enterprises work without certificates
There are still operators involved in key regulated processes working without certificates. For example, 3 employees of Zhejiang Donghai Advanced Materials Technology Co., Ltd. engaged in key regulated dangerous chemical processes have not obtained special operation personnel certificates.
04 Inadequate management of operating procedures and process control index parameters in some enterprises
For example, the operating procedures and process parameters of Zhejiang Longxin Chemical Co., Ltd. only include the normal control range, lacking the consequences of deviating from normal working conditions, as well as the methods and steps to prevent and correct such deviations.
